Why it counts
Not every argument is bullying. The problem becomes more serious when there is repeated targeting, a power imbalance, threats, humiliation, stalking, harassment, or discrimination.
Silence can make it worse
When adults, classmates, coworkers, or institutions know someone is being targeted and refuse to take it seriously, the victim can be left carrying the entire burden.
Online spaces matter too
Harassment can continue through group chats, social media, gaming, rumor accounts, impersonation, or non-consensual sharing. Digital conduct can create real-world harm.
What justice should require
Document what happened, separate facts from rumors, give the targeted person a safe reporting route, investigate fairly, stop retaliation, and use consequences that match proven behavior.
